Inauguration of Da Nang ICT Transaction Center

On January 12, 2012, the Department of Information and Communications of Da Nang City held the inauguration ceremony of the Da Nang Information and Communication Technology Transaction Center (Da Nang ICT Transaction Center).

This is also a model for providing online public services, deeply participating in the roadmap to build a dynamic e-Government; contributing to administrative procedure reform; enabling multi-dimensional interaction with organizations and citizens through online exchanges.

Attending the ceremony were Mr. Nguyen Minh Hong – Deputy Minister of Information and Communications, Mr. Phung Tan Viet – Vice Chairman of Da Nang City People's Committee; representatives of the World Bank in Vietnam; Mr. Pham Kim Son – Director of Da Nang Department of Information and Communications; representatives of the Department of Home Affairs of Da Nang City; representatives of the ICT Development Project Management Board in Vietnam; representatives of departments, agencies, and district People's Committees of Da Nang City. On behalf of Tinh Van Group, Mr. Phan Quang Minh – Deputy General Director in charge of Communications, Mr. Nguyen Tuan Luong – Deputy General Director in charge of Business, along with a large number of reporters from central and local media agencies attended to witness and report on this important event.

The Da Nang ICT Transaction Center is located on the 11th floor of Da Nang Software Park – No. 2 Quang Trung – Da Nang. It is a public service unit that acts as a bridge, gradually bringing the government closer to the people and the people closer to the government.

The Center will serve as a focal point for providing and answering all inquiries about socio-economic information in the city for citizens; providing online public services to citizens, helping organizations and citizens inquire about the processing status of documents from departments, agencies, and districts; receiving feedback from organizations and citizens to forward to relevant authorities for processing in accordance with regulations; monitoring, supervising, and evaluating the process of providing online public services by departments, agencies, and districts under the City People's Committee to organizations and citizens; assessing the satisfaction level of organizations and citizens when using the city's online public services; and quickly retrieving and synthesizing information to timely serve the direction and administration of city leaders.

At the same time, it is also a friendly address and a focal point for receiving all information from citizens (complaints, denunciations, reflections on the status of technical infrastructure, people's lives, etc.) to route and forward to relevant authorities for prompt handling, thereby improving the efficiency of state management by the government.

The establishment of the Da Nang ICT Transaction Center is of great practical significance in promoting the application of IT in administrative reform, especially in providing online public administrative services as required by citizens and organizations.

Within the framework of the ICT Development Project in Vietnam funded by the World Bank, the project “Equipping equipment and technology for the Da Nang ICT Transaction Center” was implemented by the joint venture between Tinh Van Technology Joint Stock Company (Tinh Van Group) and Sun Ivy International Inc., aiming to contribute to building a more efficient, transparent, and healthy administration, and also as a prerequisite to continue promoting the socio-economic development of Da Nang City in the new period. Representing the contractor joint venture, Mr. Phan Quang Minh – Deputy General Director of Tinh Van Technology Joint Stock Company, stated: The company has provided the project with the best products and services, and committed to warranty and maintenance of the system, ensuring stable operation to effectively serve the Center.

With the determination to build Da Nang City into a highly connected urban area, the leaders of the Da Nang Department of Information and Communications expect that the establishment of the Da Nang ICT Transaction Center will contribute to promoting administrative reform, towards a Da Nang – an e-City in the near future.

Information about the Da Nang ICT Transaction Center

The Da Nang ICT Transaction Center was established under Decision No. 3316/QD-UBND dated April 19, 2011, of the Da Nang City People's Committee. Its main function is to support and coordinate with departments, agencies, and district People's Committees in receiving and answering information about public administrative services; socio-economic information and related information (economy, society, tourism, services, weather, life-related information) about Da Nang City for organizations and citizens. This is also the first model in the country of an “ICT Transaction Center deeply participating in the roadmap to build a smart city government – dynamic e-Government; contributing to administrative procedure reform; enabling multi-dimensional interaction with organizations and citizens through online exchanges.” The Da Nang Information and Communication Technology Transaction Center is a public service unit that acts as a focal point to support and coordinate with departments, agencies, and districts in synthesizing, processing, and providing information to citizens and organizations within the framework of the city's e-Government platform building program. This is the first model in Vietnam, serving as the most recognizable representative of IT application in administrative procedure reform and the transparency, dynamism, and timeliness of an e-Government. Through the Center, organizations and citizens can easily search for information as well as related administrative procedures and know the processing status of documents they have submitted to a specific public authority in the city. Effective connection and processing of information data through this Transaction Center will directly enhance the efficiency of the two-way information reception network between the government and local citizens, realizing the goal of forming a center for processing public service data, meeting the increasingly high demands of citizens that Da Nang government aims for.

Information about the ICT Development Project Management Board in Da Nang City

The ICT Development Project Management Board in Da Nang City is a public service unit under the Department of Information and Communications, established under Decision No. 52/QD-STTTT dated March 31, 2008, of the Department of Information and Communications. The Project Management Board is tasked with assisting the Director of the Department in organizing the implementation, management, and operation of the Da Nang City ICT Development Project funded by the World Bank (2006-2013). The Project Management Board operates in accordance with current state regulations and relevant World Bank regulations for ODA projects.

The project “Establishment of the Da Nang ICT Transaction Center” was implemented by the joint venture between Tinh Van Technology Joint Stock Company (Tinh Van Group) and Sun Ivy International Inc., aiming to contribute to building a more efficient, transparent, and healthy administration, and also as a prerequisite to continue promoting the economic development of Da Nang City in the new period.
