Tinh Van – TechM Consortium Builds Document Management & Human Resource System for the State Bank of Vietnam

On December 5, 2014, the State Bank of Vietnam (SBV) and the contractor consortium of TechMahindra Limited and Tinh Van Technology Joint Stock Company (TechM-Tinhvan consortium) held the contract signing ceremony for Package SG3.2: “Document Management and Human Resource System for the State Bank of Vietnam”.

The ceremony was attended by Mr. Nguyen Toan Thang – Deputy Governor of the State Bank of Vietnam, Mr. Le Manh Hung – Project Director of the “Financial Sector Management Information System and Modernization Project” (FSMIMS); Mr. Nguyen Son Tung – Deputy General Director of Tinhvan Group; Mr. Karunakar Rao – Project Director of TechMahindra Limited, along with representatives from SBV units and the contractor consortium.

The package “Document Management and Human Resource System for the State Bank of Vietnam” is a key package of the FSMIMS Project, with the primary objective of supporting the SBV in: Building a document management system to improve document management processes of the SBV Office, Departments, Central Bank branches, and provincial/municipal SBV branches; Automating document processing workflows, enhancing efficiency in searching and retrieving SBV document data; Building a centralized Human Resource Management system to support effective management and utilization of human resources across the entire SBV.

Tinh Van and TechM are contractors with extensive experience in implementing document management and human resource management system projects in the financial and banking sector in Vietnam and worldwide.

The Document Management and Human Resource System is built on the SAP Human Capital Management solution platform. The selection of the contractor for Package SG3.2 was conducted through international competitive bidding, with a contract value of nearly USD 1.8 million (equivalent to 75% of the package budget). The contract will be executed over 18 months, from November 2014 to May 2016.

The successful implementation of this important and complex Package SG3.2 not only enhances the SBV's capacity to perform its mandated tasks but also actively supports administrative reform and the development of e-Government as directed by the Government.
